Beyond the notion of security community: What role for the African regional organizations in peace and security?

African regional organizations' increasing activity in security policy is usually approached through the concept of ‘security community’, which can only partially clarify their difficult situation. A multi-level governance model is suggested as a more useful approach in a situation where economic cooperation is weak, member states' principles of governance diverge, and they themselves might be part of security problems. Recent scholarship shows increasing interest in gender, ethnic or national representation within regional and international organizations. In contrast, language as a criterion of representation has rarely been scrutinized. Le sport en Franche-Comté : spécificité et organisation de l'espace régional

This paper is a multi-scale analysis of sports in the Franche-Comté region. After reviewing available data sources, the specificities of regional sport are highlighted such as the Nordic activities which are facilitated by the physical environment. Taking into account rates of club membership, the region is an intermediate space between West and South France while professional sport suffers from the absence of large cities. Finally, some regional patterns of sport organizations are examined examplified by three sports which have varying levels of diffusion.

Capitolo VIII della Carta dell’ONU e modelli di azione militare regionale

This contribution deals with relations between regional organizations and the UN Security Council under Chapter VIII of the UN Charter. In this respect, the most recent trends are a shift from subsidiarity to a more equal partnership between these two subjects. The two models of action by delegation or authorization of the Security Council are in fact autonomous. This is demonstrated by the preparatory works of the UN Charter and subsequent practice. The model of authorized regional action enriches the range of instruments that the United Nations Charter provides for the maintenance of peace and collective security.
